The Department of Human Services (DHS), Social Services Division, Child Welfare Services Branch (CWSB), provides services, through our independent living program (ILP), to assist and support foster youth, age 12-18 years, under DHS placement responsibility due to abuse and neglect and former foster youth, 18-21 years of age, with their transition from foster care to adult self-sufficiency. The Independent Living Program is designed to improve the transition into adulthood for children ages 13 to 18 in licensed out-of-home care. Older youth in extended foster care are more likely to receive services, and receive more services, than older youth not in extended foster care. The Independent Living Program [ILP] is a federally funded program that provides services to assist eligible youth and young adults up to age 21 in making a successful transition from foster care to independent living. IL must be the most appropriate program for the youth. Foster youth ages 14-21 who have been in care for a minimum of 6 months. Through Kaleidoscope’s Independent Living program, our staff provides case management and other support services to assist youth ages 19 to 21 to live independently in the community while preparing for their transition to adulthood. The Independent Living Program (ILP) helps youth who are, or were, in foster care to become self-sufficient adults. Starting at age 14, youth in foster care must begin preparation for Independent Living. Youth must be a temporary or permanent court ward. Independent Living Aftercare services are designed to support eligible youth in their effort to achieve self-sufficiency. Youth are assessed at age 16 using the Casey Life Skills Assessment. The Ventura County Human Services Agency’s Children & Family Services staff provides Independent Living Services to foster and emancipated youth between the ages of 16 to 21. Eligibility . Permanency rates have remained largely stable after the implementation of extended foster care. The youth found that skills classes and stipends for independent living were helpful, that instruction in managing a budget was particularly valuable, and that the services lessened the stigmatization and isolation of being in care. Some young people who leave the foster care system may need continuing services to help them on their way to adulthood.
